Kuo-toa

Kuo-toa are fish-headed humanoid people known for lake navigation. Some have heads which resemble fish, eels, or even alligators.

They appear to live in the moment with little marking of time or sense of history.

Shuushar describes his people as typically peaceful but "flighty" and being prone to sudden trends of ideas and religions.
