2. DEFINITIONS

  • a. IMPERIAL TARIFF AGENT - Person, persons, or a corporation authorized to levy tariffs in the name of the Sindalian Empire.
  • b. ALLIES - Friends and allies of the Sindalian Empire. The Imperial court of Sindal reserves sole discretion in determination of Allies.
  • c. ENEMIES - Those hostile to the Sindalian Empire. The Imperial court of Sindal reserves sole discretion in determination of Enemies.
  • d. NEUTRALS - Those who are neutral towards the Sindalian Empire. A given entity can be only one of either; ally, enemy, or neutral at any time. If a given entity is not an ally or an enemy, it is neutral

3. ROLE OF IMPERIAL TARIFF AGENT

  • a. Imperial Tariff Agent is empowered to collect tariffs on goods travelling through Imperial space, including within star systems, on planet, and off planet.
  • b. Imperial Tariff Agent is forbidden from collecting duties, taxes, or tariffs in connection with events in time, including, but not limited to; goods transactions, sales of goods, goods production, inheritance and death, marriage, repatriation, exportation, deportation, and asylum.
  • c. On one or more occasions the Court of the Empire of Sindal may request Imperial Tariff Agent to carry out assignments beyond standard duties of tariff collection.
    • 1. Only the Court of the Empire of Sindal or agents acting on their behalf may compel Imperial Tariff Agent to exercise such assignments.
    • 2. To the best of their ability, The Imperial Tariff Agent is duty bound to complete such assignments.
    • 3. The Imperial Tariff Agent has a right to fair and equitable compensation for such assignments.
  • d. Imperial tariff agent will refrain from violence and loss of life.
    • 1. If loss of allied life occurs:
      • a. Imperial Tariff Agent must appear before the court of the Empire of Sindal within eight (8) weeks for a proceeding.
        • i. The proceeding will be convened by the Imperial Adjudicator.
        • ii. Imperial Law will be followed during the proceeding.
        • iii. The Imperial Tariff Agent will have a right to legal representation, if they cannot afford such representation, the Imperial Adjudicator will be responsible for providing such representation.
  • e. Agents must honor the court at all times and abide by imperial law when operating within the boundaries of the Trojan Reach. Agents are duty bound to protect the royal family, its honor, lineage, and property.

4. RULES CONCERNING INTERDICTIONS, CONFISCATIONS, AND TARIFFS

  • a. At the whim of Imperial Tariff Agent, any vessel travelling through Sindalian space shall be required to halt and recognise Imperial Tariff Agent.
  • b. Imperial Tariff Agent may interdict, capture, destroy, or seize cargo of any enemy vessel at any time in any system.
  • c. Imperial Tariff Agent may board and search neutral vessels within the Trojan Reach.
    • i. Imperial Tariff Agent will make reasonable efforts to prevent the death of neutral life forms.
    • ii. Neutral vessels refusing to comply with lawful requests of Imperial Tariff Agent may have their cargo and vessels fired upon, seized, and confiscated.
    • iii. Neutral vessels and their crews able to present documentation proving their upright standing with the Sindalian tax authority may not have their cargo and vessels fired upon, seized, or confiscated.
  • d. Allied vessels refusing to serve duty or allow inspection of their cargo may be legally fired upon and taken by force assuming Imperial Tariff Agent abides by the protocol in described in Section 4(e).
  • e. The protocol for approaching and assuming authority of allied vessels is as follows.
    • i. At the moment Imperial Tariff Agent recognises an allied vessel, Imperial Tariff Agent must identify themselves as an ally of the subject vessel, an agent of the Sindalian Empire, and an Imperial Tariff Agent.
      • 1. The following language is provided as an example for this identification.
        • a. This vessel is operated by agents of the Sindalian Empire. We are legally permitted to interdict vessels in this system. Immediately stand down and prepare to be met by an Imperial Tariff Agent. Failure to comply could result in being fired upon.
        • b. This text may be followed by more specific orders facilitating boarding or other choice of interdiction at the discretion of the Imperial Tariff Agent.
    • ii. If subject vessel abides by the protocol described herein Imperial Tariff Agent will treat subject vessel with the respect befitting an ally of the Great Sindalian Empire.
    • iii. If subject vessel fires upon Imperial Tariff Agent, Imperial Tariff Agent must repeat the Identification Declaration three (3) times on an open channel before returning fire.
    • iv. Once an allied vessel has properly recognised and abided by interdiction request by Imperial Tariff Agent, said agent is solely responsible for any harm to befall allied vessel. This includes, but is not limited to, damage to subject ship, injury or loss of life to allied crew or their passengers, and any damage to allied ships’ cargo.
    • v. Failure to properly identify allies, or allied vessels, may result in disciplinary action to be taken against Imperial Tariff Agent. 1
  • f. If requested, aid must be rendered to allied vessels and crew.

Notes

1 Allied vessels fired upon or mistreated by any Imperial Agent may lodge a complaint with the Imperial Adjudicator within 100 weeks either in person or via standard mail.

5. ADMINISTRATIVE SURCHARGE

  • a. 10% of all lawfully collected cargo, vessels, and other goods collected in the execution of this contract must be paid to King Oleb XVI, or his successor, by Imperial Tariff Agent. This is to cover administrative costs of the court.

6. TERMINATION OF CONTRACT

  • a. Termination for convenience may be executed at any time by Imperial Tariff Agent by appearing in person in front of an officially recognised notary of the court.
  • b. Termination for convenience may be executed at any time by Sindalian Empire by notifying Imperial Tariff Agent in writing via standard mail.
